ROS can display many bulletins. This particular bulletin will be displayed
when the user asks for bulletin number "1". An example of what might be
included follows:

│ I ran into an interesting - and very unusual - problem this afernoon: │
│ On several occasions, I noticed line two ringing at almost exactly the same │
│ time as line one. When both lines were finally free, I called line one and │
│ sure enough, both modems answered! I started checking around and finally │
│ went outside to the phone box. On opening it up, I found two slugs (that's │
│ like a snail without a shell) _inside_ the box. One of the slugs was │
│ actually shorting out two of the lines! After a little "surgery" with a │
│ screwdriver, operations were restored to normal. It's very possible that │
│ this poor deranged slug was also causing some of the noise that's been │
│ reported lately. │
